      本文基于新发展理念，从创新、协调、绿色、开放、共享五个维度出发，构建海洋渔业高质量发展综合评价指标体系；运用组合赋权法、耦合协调度模型和泰尔指数，对2004-2021年中国沿海11个省 （区、市）海洋渔业高质量发展水平和三大海洋经济圈之间以及其内部的发展协调性进行分析，并提出相应的政策建议。结果表明：（1） 中国海洋渔业高质量发展指数自2004年以来呈上升趋势，整体可以分为三个发展阶段，其中共享指数增长最快。从空间分布来看，三大海洋经济圈海洋渔业保持稳定发展，并形成“南-东-北”的分布格局。（2） 研究期内，我国海洋渔业高质量发展耦合协调度历经五个发展阶段，由轻度失调到迈入中级耦合协调阶段。（3） 泰尔指数整体呈下降趋势，整体差异逐渐缩小。三大海洋经济圈的区域内差异显著大于区域间差异，且区域不平衡现象在逐渐扩大。新发展理念下研究海洋渔业高质量发展，能够为制定区域协调策略和促进可持续发展提供科学依据和实践指导。

英文摘要:

      Based on the new development concept, this paper constructs a comprehensive evaluation index system for the high quality development of marine fisheries from five dimensions: innovation, coordination, green development, openness, and sharing. Using a combination weighting method, coupling coordination degree model, and Theil index, it analyzes the high quality development level of marine fisheries in 11 coastal provinces (regions and municipalities) of China from 2004 to 2021, as well as the development coordination among and within the three major marine economic zones. Policy recommendations are proposed accordingly. The results indicate that: (1) Since 2004, the high-quality development index of China's marine fisheries has shown an upward trend, which can be divided into three stages, with the sharing index growing the fastest. Spatially, the three major marine economic zones have maintained stable development and formed a "south-east-north" distribution pattern. (2) During the study period, the coupling coordination degree of high-quality development in China's marine fisheries experienced five developmental stages, progressing from mild imbalance to an intermediate coupling coordination stage. (3) The Theil index has shown a declining trend overall, indicating a gradual reduction in disparities. The intra-regional differences within the three major marine economic zones are significantly greater than inter-regional differences, and regional imbalances are gradually increasing. The study on the high-quality development of marine fisheries under the new development concept provides a scientific basis and practical guidance for formulating regional coordination strategies and promoting sustainable development.
