      为助推海洋强国和中国式现代化建设,处于经济发展前沿的沿海城市将建设现代海洋城市作为重要任务予以推进。为科学引导沿海城市落实现代海洋城市建设任务,本文深入探讨现代海洋城市的内涵机理,构建了一套现代海洋城市评价指标体系,并基于2010-2020年天津、上海、青岛、厦门和深圳五个城市的数据,采用熵权TOPSIS法、障碍度模型、修正后的耦合协调度模型等方法分析了现代海洋城市发展水平、障碍因素以及系统间耦合协调水平的时空演变特征。结果表明:2010-2020年 5个城市的现代海洋城市水平呈现上升态势,2020年现代海洋城市发展水平由高到低依次为上海、青岛、天津、厦门、深圳,5个城市在系统层、要素层的表现各有优劣;影响现代海洋城市发展水平的首要障碍因素发生变化,2020年与2010年相比首要障碍因素较为统一;现代海洋城市系统间的耦合协调度总体增长,2020年耦合协调度水平由高到低依次为上海、青岛、天津、厦门、深圳,研究期内城市间系统耦合协调差异缩小,各城市现代海洋城市系统耦合协调水平都待进一步提升。基于此,提出“五位一体”建设、注重系统协调性,聚焦实际问题、整治薄弱环节的建议。

      The building of modern ocean cities is viewed as a crucial undertaking by coastal cities at the forefront of economic development to advance maritime power and Chinese-style modernization. To provide scientific guidance to coastal cities in the implementation of modern ocean city construction, this paper explores the connotation mechanism of modern ocean cities, and constructs a modern ocean city evaluation index system. Based on panel data of Tianjin, Shanghai, Qingdao, Xiamen, and Shenzhen from 2010 to 2020, this paper measures the development level of modern ocean cities through the entropy weight TOPSIS method, identifies obstacles affecting the development process through the obstacle degree model, and studies the coupling coordination degree between modern ocean city systems through the modified coupling coordination degree model. The results show that: from 2010 to 2020, the development level of modern ocean cities in the five cities show an upward trend. In 2020, cities with the development level from high to low are Shanghai, Qingdao, Tianjin, Xiamen, and Shenzhen. And these five cities have their own advantages and disadvantages at the system level and the element level. The primary obstacles affecting their development have changed in the past decade. Compared with 2010, the primary obstacles are relatively uniform in 2020. The coupling coordination degree between modern ocean city systems has increased overall. In 2020, cities with the coupling coordination degree level ranking from high to low are Shanghai, Qingdao, Tianjin, Xiamen, and Shenzhen. During the study period, the coupling coordination differences between cities narrowed, and the level of coupling and coordination between systems need to be further improved. Follow-up suggestions are put forward for five-in-one construction, focusing on system coordination and focusing on practical problems, rectifying weak links.
